Each year the Community Service Award is presented to an individual who exemplifies character in the way of volunteering and giving back to our great community. This year, we choose to award this title to Dr. Frank R. Kolucki. With two decades of experience working in Obstetrics in Scranton, Dr. Kolucki has successfully established himself as leader in women’s health.
Dr. Frank Kolucki is a graduate of Boston College and the Georgetown University School of Medicine. After completing his OB/GYN residency program at Georgetown, Kolucki decided to continue his emerging practice in Scranton. Currently, he works as the Chair of the Obstetrics Department at Moses Taylor Hospital.

In his practice, he is motivated to help women affected by maternal substance abuse, and create safer and more effective protocols for medical care. To ensure that Moses Taylor provides exceptional obstetrical care to members of the community, Kolucki was at the forefront of the team that facilitated the hospital in being awarded the Joint Commission’s Perinatal Certification.
Additional, Dr. Kolucki has shown his passion for service through his efforts to educate future medical professionals. He teaches at both the Geisinger Commonwealth School of Medicine and Marywood University’s health department.
Kolucki hold several positions of leadership, through which he demonstrates his concern and devotion to women in Northeastern Pennsylvania. These include his position as the national physician advisor of the Community Health Systems’ Obstetrics/Pediatrics Council, and his fellowship in the American College of Obstetrics and Gynecology. Dr. Kolucki is on the Board of Directors at Moses Taylor Hospital, as well as the board of Physicians’ Health Alliance.  He has also served as Moses Taylor Hospital’s president of the medical staff.
